Spores are already in the building

What they lack is moisture. Add water to a surface that also offers something organic to feed on, hold it at a comfortable temperature, and the dormant spores germinate. Testing, and when it is worth it
Air sampling is useful for answering a specific question, and not for much else. If growth is visible and the source is known, testing largely confirms what everybody can see, and the money is better spent on removal.
Where it earns its cost is when somebody in the household is symptomatic without an obvious source, when a real estate transaction or a landlord dispute requires documentation, or when clearance verification is needed after remediation. In those cases use an independent party rather than the company performing the work, which keeps the assessment honest and the paperwork defensible.
