Atmospheric River Week: Hillside Runoff Into LA Garages

Los Angeles drainage is built for short intense bursts, not for rain that continues for three days. The mechanism is saturation, not volume

A summer thunderstorm drops a lot of water quickly onto dry soil that takes a share of it. An atmospheric river delivers a moderate rate continuously, and after roughly a day the soil column is full. Everything arriving after that point runs off, which is why the third day of a storm does more damage than the first.

On a hillside lot the effect compounds. Water sheds from the slope above yours, crosses your property, and arrives at whatever structure sits at the bottom of the grade. Retaining walls concentrate it, driveways channel it, and a garage cut into a slope becomes a catch basin with a door.

Where it gets in

The garage door threshold is the most common entry, because the seal is designed to stop wind-driven rain rather than standing water. Once depth outside exceeds the threshold height, volume enters faster than any pump handles.

Below-grade windows and light wells fill and then leak through the frame. Older LA construction often has these on the downhill side with drains that were adequate when installed and are now full of decomposed granite and leaf litter. A blocked light-well drain turns the well into a reservoir against the glass.

Slab penetrations matter too. Where plumbing or conduit passes through the foundation, the sealant has usually aged out, and saturated soil under pressure pushes water through those gaps. That is the source when water appears in the middle of a floor with no obvious path.

Runoff is not clean water

This is the distinction that changes the response. Water that has crossed soil, a driveway, or a street picks up whatever those surfaces carry — fertilizer, oil, animal waste, and in hillside areas the ash and sediment left by fire. Restoration standards classify it as category two, and it degrades toward category three the longer it stands.

The practical consequence is that porous materials which absorbed it do not simply get dried. Carpet pad comes out. Cardboard storage, which is what most garages are full of, is a loss. Drywall in contact with runoff gets cut back rather than dried in place, and everything remaining gets an antimicrobial application before drying begins.

What to do while the rain continues

Safety first, and that means electrical. Garages carry outlets, openers, freezers, and frequently a subpanel, all at or near floor level. If water has reached any of it, kill the circuit at the main panel before entering.

Move what you can reach to height. Vehicles out of the garage if the driveway is passable and safe. Sandbags at the threshold help if placed before water arrives and do little afterward; most LA fire stations distribute them free during storm events.

Resist the urge to squeegee everything out and call it finished. Water under a stored item, behind a cabinet, or wicked into the bottom plate of a framed wall stays there, and a garage that looks dry after an afternoon of pushing water around is routinely still wet inside the walls a week later.

Before the next system arrives

Clear every drain on the property while the weather is dry. Light wells, area drains, and the driveway trench drain all silt up between storms, and a trench drain packed with sediment is the single most common preventable failure we see.

Check the grade immediately around the structure. Soil should fall away from the building for the first several feet, and years of landscaping and settling frequently reverse that slope without anyone noticing.

A threshold seal or a removable flood barrier for the garage door is inexpensive relative to one loss. On a lot with a genuine uphill catchment, a properly sized area drain or a French drain across the approach is the durable answer.
